You MUST sand to a flat surface (MAT) and then apply a base coat of the glue...allow it to go tack and then apply more and then apply the paper. Failure to do that, especially in a basement will cause it the paper to start to pull away from the wall as the glue dries. It will do it quicker when it goes from damp to heated air as your basement wil when the temps fluctuate....sorry to be the bearer of bad news but, If it were me I would strip it and start over.
