Whale watching advice near Seattle?

I'll be in Seattle Wed through Tue, with side-trips to Portland and possibly Vancouver. I've done some reading about Orca watching in the NW, but would value any TC member's personal experience with the various tour operators, etc. Any pointers? Thanks!
