$8 ashtray I can't find anything on

Picked up this ashtray yesterday and haven't been able to find anything on it. Did a image search and looked through my tiki books but so far haven't found anything. Anybody recognize it?

I could be way off here, but this looks purely Asian to me. The 8 petaled flower motif below what could be a smiling Priest head leads me to think it's possibly Buddhist, representing a Lotus and the "Noble Eightfold Path".

Being made in Japan, it could also be Shinto, and a boxier hat on a priest would be in the ballpark for Shintoism.
