I probably wouldn't bother with the flat lap, as these are designed for putting polished faces on specimen stones or cabbing and aren't really set up ideally for general carving needs - unlike the flat wheel side-mounted on a bench grinder/ shaft with motor Tama mentioned. If it's dirt cheap it could still be a useful machine for some purposes. The second machine you mentioned sounds like the money though - grab it if you can!
