Exactly. I remember when places had little 'for our matchless friends' signs on the matchbook holder and so forth. Places expected their patrons to take some. Now we ask about the matches when we go out for food since we don't see them (or the signs, obviously) anymore.

By the same token, drink menus used to say which drinks would come with a mug. If it doesn't say, how does one know? The polite thing to do would be for the person to ask first before taking, but if you know this is a problem, put up some signs or add a little note to the menus.
