Those are cool!
The first thing you need, and this is the hard part, is
the tube to glue your fabric on.
These could be made of plastic or fiberglass, wish I could
find some of those fiberglass ones.
And no I don't know where to find these.
But then just go to a fabric store and buy outdoor fabric.
Or even burlap and coat with a sealer.
Glue this to the tube.
Then make a pattern and spray the tapa print on fabric, seal, and add a light.
Fabric kinda like this.
