I believe he means the actual interior of the bar (where the bar is located) and not the physical bar counter itself. I've heard different things about kids at the bar counter in Florida and that it's actually allowed, but I would bank on "no kids at the bar counter but tables are cool" until 8pm when the inside then becomes 21+
